Five commercial buildings could be developed in a neighborhood in Riviera Beach where the city is hoping to generate more economic activity.

On the evening of Dec. 19, the city’s Planning and Zoning Board will consider the application of BLP Blue Heron LLC, managed by Stuart Hankin in Palm Beach Gardens, for 31,286 square feet of retail, restaurants, and medical offices. It owns a narrow strip of land totaling 4.91 acres on north side of West Blue Heron Boulevard, just east of RJ Hendley Avenue. It’s halfway between Interstate 95 and U.S. 1.

“This project will be at the forefront of new development along this corridor, acting as a spark for further development,” the developer stated in the application.

According to, the 33404 ZIP code where this project would be located had a median household income of $43,089 in 2017 and 22.3% of residents were in poverty. Those are lower than both the county and state average.

The developer acquired the property for $465,000 in 2017. It is seeking a land use amendment from “office” to “commercial”, site plan approval, and approval to vacate a 40-foot-wide canal right-of-way on the north side of the property so it would be wide enough to build on. The developer would build pipes to replace the drainage there.

GliddenSpina + Partners designed the project. City Council approval would be required at a later date.
